Public Parking Inventory in Romania, 2023: City Halls obtained revenues of 452,362,330 lei from their use and from fines

Bucharest, October 17, 2024 – The integrator of intelligent turnkey solutions Vegacomp Consulting and Parking Data publish the fifth edition of the Public Parking Inventory analysis public-parking-inventory-in-romania_2024_en, according to which Romania had, in 2023, 1,353,726 public parking spaces, compared to 1,299,318 in 2022.

” In our 5 years of analysis, we see 2022 as a turning point for the evolution of parking lots in Bucharest. Thus, we notice an increase in the number of parking spaces of only 23% – from 244,342 in 2020, to 300,359 in 2023 – and an increase in revenues of almost 7 times in 5 years, in 2023 versus the previous year,” said Cornel Bărbuț, CEO al Vegacomp Consulting.

According to the information in the report, the town halls obtained revenues of 452,362,330 lei from the use of parking spaces and from fines in 2023, an increase compared to the 314,585,683 lei collected in the previous year. Bucharest alone brings about 40% of the total revenues recorded in the country, with 300,359 parking spaces.

The tarriff for residential parking varies between 30 and 120 lei in small towns, respectively 70 and 600 lei in big cities. For subscriptions, rental prices vary between 15 lei/month and 1,000 lei/month. These rates have been kept in 2023 as well, the changes being imperceptible compared to the previous year. The hourly occupancy rate for paid public parking spaces varies between 1 and 5 lei, with the exception of Cluj and Oradea, where the maximum limit reaches 10 lei;

“This year, we continued to collect data on the third source of parking revenue, coming from services adjacent to parking, such as towing illegally parked cars or locking the wheels of the cars of drivers who have not paid the parking fee. These revenues were 9,158,731 lei in 2023, and 7.713 million lei in 2022. In this ranking, we have Craiova as the leader, followed by Sector 4 and, very close, by Constanța,” Bărbuț added.

An encouraging evolution is reported at the level of places dedicated to people with disabilities, reaching 33,729, compared to 29,218 in 2022 or to 13,728 in 2019.

The city ranking by parking places

Bucharest leads by far, when it cumulates the general mayor’s office and sectors, with 300,359 parking spaces in 2023. Broken down, Timișoara occupies the first position, with 83,500 public parking spaces, followed by Sector 3 with 80,363 spaces and Brașov with 66,161 spaces parking. The following 4 cities keep their places and order from the previous year: Iasi, Cluj, Craiova and Pitesti.

The evolution of smart parking

If we look at the 2021 report, the number of smart parking spaces in Romania was increasing to 12,154 in 13 cities, compared to 9,742 in 2019. In 2022, the chart was led, by far, by Cluj-Napoca, with 3,505, compared to 7,705 smart parking spaces in 2021, and Iași with 970 spaces. In 2023, Iasi leads the list with 1,042 places, followed by Craiova with 1,026.

The number of parking spots for bicycles

Urban mobility in Romania has long been dominated by cars and public transport, but in recent years bicycles have gained ground as an alternative means of transport.

The ranking of bike box type parking spaces for cyclists is led by:

  1. Cluj-Napoca, 19 parking lots and 928 spaces
  2. District 6, 17 parking lots, 700 spaces
  3. Bacău, 14 parking lots, 336 spaces
  4. Timișoara, 9 parking lots, 140 spaces
  5. Brașov, 3 parking lots, 125 spaces
  6. District 3, 3 parking lots, 64 places
  7. Sector 2, 3 parking lots, 60 spaces
  8. Iasi, 1 parking lot, 50 places
  9. Vaslui, 1 parking lot, 50 places
  10. Livezeni, 1 parking lot, 25 places

In terms of methodology, the report focuses on addresses sent to 325 town halls in Romania, of which 310 cities responded to the request, compared to 304 in the previous edition. For Bucharest, seven town halls were included in this report. The document includes the information taken from the town halls, checked and compared with previous reports and from other relevant sources, during the period August 1 – September 15, 2024.
